I. Executive Summary
This study introduces and analyzes the Seoul-type fine dust emergency reduction policy implemented in response to the fine dust issue that emerged during the time of Mayor Park Won-soon. Among the policies, the main focus is the ‘alternate no-driving system’ and the ‘free public transportation policy’, and they are classified as social regulation and subsidie according to Solomon’s classification of policy means. This study examine whether the policy tool was used as an appropriate means to solve environmental problems and discuss its characteristics. Next, the policy is evaluated based on the implementation results of the policy measures and its limitations are pointed out. Lastly, better alternatives with a focus on mandatory regulations will be introduced, referring to other countries’ responses to fine dust.
