“It will take them 100 years to recover from the devastation,” stated General McArthur, watching the devastated Seoul after the Korean War (McGregor 2013). The Republic of Korea, one of the East Asian Miracle countries, experienced rapid economic development from an extremely poor to a wealthy nation in only 30 years, becoming the 29th member of the OECD. According to Heo, Jeon, and Kim, South Korea showed an unprecedented record in GDP growth, from a meager $1.5 billion in 1954— roughly $70 per capita—to $949.7 billion, or $19,624 per capita (H.J.K. Kim 2008). In contrast to its current success, South Korea was among the poorest countries. As described in the World Bank Document, Korea’s poverty crisis was as devastating as that of most other developing countries, exacerbated by the Korean War (Republic of Korea: Four decades of equitable growth n.d.).
