Ⅰ. Introduction
KBIZ-KICIC(Korea Communications Industry Cooperative) signed a 5G MOU with Huawei on November 11. By this contract, KICIC is aiming to secure the ICT industrial skills and develop 5G service that can advance to the world. KICIC and Huawei will provide a 5G test platform to small and medium-sized enterprises and start-up companies in South Korea.
A MOU(Memorandum Of Understanding) is a symbolic bilateral agreement which is made before a formal contract. It is not legally binding but signals the willingness of the parties to move forward with a contract.
I think that this MOU is not just a simple matter between two corporations but an important matter of Korean economy and current world situations. There are numerous economic and diplomatic threats behind the MOU between KICIC and Huawei and it is not easy to ignore just for technological advancement.
